If you wanted to attach the base you could probably put a couple of screws to hold the rack. I did not attach mine to the cabinet. I just put my cookie sheets in the rack. when I do need to remove some thing from the rack, it stays in place.

You might be able to screw them down with some type of clamp. I have my cookie sheets and cake and muffin pans on them. They don’t shift much when I pull something out because the weight of all the remaining baking items keep the rack from moving.

Design of the rack does not suggest it is intended to be secured to a base. I suppose you could contrive a way to attach it, for example, with staples?

The horizonal with is 11" at the base (out side measurement). And 7 1/2" at the bale ( inside of the bale ). Yes! It will hold square plates, as long as the plates are not under 7.50".

The racks are separate. I ordered it for my kitchen lids but it did not hold them steady. It looks like it was made for the straight-edge cookery.
I decided to use it for my office as a notebook organizer and it works great as it is very sturdy.
