No they're 25.5" apart. I used toggles to mount.Drilled the holes slightly larger to accommodate the toggle bolts.

Alone maybe, but I have five coats and two vests on that rack with room for more and I doubt command strips could handle that much weight for an extended period of time.

I wouldn't think so at least not how we use them for winter coats and so on. I think in my case the items would be way to heavy.

The screws that came with this have worked very well. With all of the hooks being used, this has held up very well. I wouldn't recommend using command strips, however. I suppose you could just buy command strip hooks and see if that works. However, I really like this item.

Not a good idea. You need to attach the rail to studs because coats and bags get heavy.

The hook rail is built to be fastened to the wall with screws that attach from the front of the hook rail. I don't think that command strips would work.
